The International Peace Bureau stands in solidarity with those who are actively speaking out against the actions of the Russian government in Ukraine and the victims of the aggression. We welcome the peace protests in Moscow and many other cities of Russia.
Since the escalation of aggression on 24 February 2022, the Russian people have come out in strong opposition, risking their own safety and wellbeing to make their voices heard. IPB stands with these brave individuals and organizations and calls on the Russian government to protect peaceful demonstrations and listen to their demands.
Equally, IPB expresses solidarity with all the people of Ukraine who have had to flee their homes and who worry about the safety of their loved ones. Refugees from this crisis (and all other crises) must be treated civilly and given protection!
Finally, there must be a swift and peaceful end to this conflict – through diplomacy and common security.

Below we include the complete text in English and Russian for a petition signed by more than 300.000 Russians as of 24 February 2022:
On February 22, the Russian armed forces crossed the border and entered the territory of the eastern regions of Ukraine.
On February 24, the first strikes on Ukrainian cities were carried out at night.
A wide variety of people in Russia have publicly expressed their categorical rejection of the war and its disastrous consequences for the country. From the intelligentsia to retired colonel-generals and experts of the Valdai Forum.
One emotion sounded in different voices – horror at the very thought of the possibility of a new round of war between Russia and Ukraine. The horror caused by the realization that this could actually happen.
And that’s what happened. Putin gave the order to launch a military operation against Ukraine, despite the terrible price that both Ukraine and Russia will undoubtedly pay for this war, despite all the voices of reason that sounded in Russia and abroad.
Russia’s official rhetoric claims that this is done for the purpose of “self-defense”. But you can’t fool History. The arson of the Reichstag was exposed, and today no revelations are required – everything is obvious from the very beginning.
We, the supporters of peace, are acting in the name of preserving the lives of citizens of Russia and Ukraine, in order to stop the war that has begun and prevent it from escalating into a war on a planetary scale:
– we announce the beginning of the formation of the anti-war movement in Russia, and support for any peaceful forms of anti-war protest;
– we demand an immediate ceasefire by the Russian Armed Forces, and their immediate withdrawal from the territory of the sovereign state of Ukraine;
– we consider as war criminals all those who made the decision to start hostilities in the east of Ukraine, sanctioned aggressive and war-justifying propaganda in the Russian media, dependent on the authorities. We will seek to hold them accountable for their actions. May they be cursed!
We appeal to all sane people in Russia, on whose actions and words something depends. Become a part of the anti-war movement, speak out against the war. Do this at least in order to show the whole world that there have been, there are and there will be people in Russia who will not accept the meanness created by the authorities, who have turned the state itself and the peoples of Russia into an instrument of their crimes.
22 февраля вооруженные силы России пересекли границу и вошли на территорию восточных областей Украины.
24 февраля ночью были нанесены первые удары по украинским городам.
О категорическом неприятии войны, об ее гибельности для страны публично высказывались самые разные люди в России. От интеллигенции до отставных генерал-полковников и экспертов Валдайского форума.
Разными голосами звучала одна эмоция – ужас от самой мысли о возможности нового витка войны между Россией и Украиной. Ужас, вызванный пониманием того, что это может произойти на самом деле.
И вот это произошло. Путин отдал приказ о начале военной операции против Украины, несмотря на страшную цену, которую несомненно заплатят за эту войну и Украина, и Россия, несмотря на все голоса разума, звучавшие в России и за ее пределами.
Официальная риторика России утверждает, что это делается с целью «самозащиты». Но Историю не обманешь. Поджог Рейхстага был разоблачен, а сегодня разоблачения не требуются – все очевидно с самого начала.
Мы, сторонники мира, действуя во имя сохранения жизней граждан России и Украины, в целях остановки начавшейся войны и предотвращения ее перерастания в войну планетарного масштаба:
– объявляем о начале формирования антивоенного движения в России, и поддержки любых мирных форм антивоенного протеста;
– требуем немедленного прекращения огня со стороны Вооруженных сил России, и их немедленного вывода с территории суверенного государства Украина;
– считаем военными преступниками всех, кто принимал решение о начале боевых действий на востоке Украины, санкционировал агрессивную и оправдывающую войну пропаганду в российских медиа, зависимых от власти. Мы будем добиваться привлечениях их к ответственности за их деяния. Да будут они прокляты!
Мы обращаемся ко всем здравомыслящим людям в России, от действий и слов которых что-то зависит. Становитесь частью антивоенного движения, выступайте против войны. Сделайте это хотя бы для того, чтобы показать всему миру, что в России были, есть и будут люди, которые не примут подлости, творимой властями, превратившими само государство и народы России в орудие своих преступлений.
